July 28 – Day of Remembrance of the Defenders of Ukraine, Members of Volunteer Formations, and Civilians Who Were Executed, Tortured, or Perished in Captivity.
Збройні Сили України вшановують пам’ять українських військовослужбовців, учасників добровольчих формувань та цивільних осіб, які були страчені, закатовані або загинули у полоні внаслідок збройної агресії російської федерації проти України, в боротьбі за незалежність, державний суверенітет і територіальну цілісність України, стали жертвами жорстокого насильства під час російської окупації. Увічнення їхнього героїзму, громадянської відваги, стійкості, самовідданості та сили духу є нашим щоденним і вічним обов’язком.
Ця дата закарбована в пам’яті та серцях всієї України на честь тих Захисників та Захисниць України, які обороняли місто Маріуполь та за наказом вищого військового керівництва України вийшли із заводу “Азовсталь” у період з 16 по 20 травня 2022 року, але всупереч домовленостям та гарантіям щодо збереження життя та здоров’я внаслідок теракту на території колишньої Волноваської виправної колонії № 120 у селищі Оленівка Донецької області у ніч з 28 на 29 липня 2022 року були страчені російськими окупаційними військами.
Систематичні злочини проти українських полонених стали складовою воєнної практики держави-агресора. Катування електричним струмом, розстріли, сексуальне насильство, голод, відмова в медичній допомозі та у зв’язку з рідними, використання людей як живого щита та інструмента пропаганди – це не окремі ексцеси, а свідома та керована політика. Такими діями російська федерація грубо порушує Женевські конвенції, Конвенцію ООН проти катувань, Римський статут Міжнародного кримінального суду та самі підвалини людяності. Це – воєнні злочини та злочини проти людяності, які не мають терміну давності і про які Україна зобов’язана говорити світові доти, доки кожен винний не постане перед правосуддям.
Методи, якими сьогодні діє російська федерація, є прямим спадком московської деспотії, що завжди будувала владу на страху та знищенні непокірних. Опричнина Івана Грозного, каральні експедиції російської імперії проти українського козацтва, Соловки, Сандармох і Биківня доби срср, планомірне винищення цивільних під час Голодомору та депортацій – усе це ланки одного ланцюга. Тортури, страти без суду та наругу над беззахисними москва завжди підносила як норму державного управління. Спадкоємність цих методів – це задокументований історичний факт, який Україна засвідчує власною кров’ю.
Збройні Сили України висловлюють глибоку вдячність громадськості, волонтерам, правозахисникам, українським та міжнародним журналістам і всім, хто не дає світові забути про долю наших полонених, хто розшукує зниклих, підтримує родини та тримає зв’язок із тими, хто чекає.
Ми пам’ятаємо всіх страчених, закатованих і знищених у полоні. Ми схиляємо голови перед їхньою мужністю, громадянською відвагою та незламністю духу. Ми віримо в повернення кожного нашого воїна. І в силу кожної родини, яка чекає.
Вічна шана Героям, які віддали життя за незалежну, соборну та демократичну Україну. Ми пам’ятаємо. І не пробачимо.

The Armed Forces of Ukraine honour the memory of Ukrainian service members, members of volunteer formations, and civilians who were executed, tortured, or perished in captivity as a result of the armed aggression of the russian federation against Ukraine, in the struggle for the independence, state sovereignty, and territorial integrity of Ukraine, and who fell victim to brutal violence during the russian occupation. To immortalise their heroism, civic courage, resilience, selflessness, and strength of spirit is our daily and eternal duty.
This date is engraved in the memory and hearts of all Ukraine in honour of those Defenders of Ukraine who defended the city of Mariupol and, on the order of Ukraine’s senior military leadership, left the “Azovstal” plant between 16 and 20 May 2022, but who – contrary to the agreements and guarantees regarding the preservation of their lives and health – were executed by russian occupying forces as a result of a terrorist attack on the territory of the former Volnovakha Correctional Colony No. 120 in the settlement of Olenivka, Donetsk region, on the night of 28–29 July 2022.
Systematic crimes against Ukrainian prisoners of war have become a component of the aggressor state’s military practice. Torture with electric current, executions, sexual violence, starvation, the denial of medical care and of contact with loved ones, the use of people as human shields and as instruments of propaganda – these are not isolated excesses, but a deliberate and directed policy. Through such acts, the russian federation grossly violates the Geneva Conventions, the UN Convention against Torture, the Rome Statute of the International Criminal Court, and the very foundations of humanity. These are war crimes and crimes against humanity, which have no statute of limitations and of which Ukraine is obliged to speak to the world for as long as it takes until every perpetrator is brought to justice.
The methods by which the russian federation acts today are a direct inheritance of Muscovite despotism, which built its power on fear and on the destruction of the defiant. The Oprichnina of Ivan the Terrible, the punitive expeditions of the russian empire against the Ukrainian Cossacks, the Solovki camps, Sandarmokh, and Bykivnia of the soviet era, the systematic extermination of civilians during the Holodomor and the deportations – all these are links in a single chain. Torture, executions without trial, and the abuse of the defenceless have always been extolled by moscow as a norm of state governance. The continuity of these methods is a documented historical fact, which Ukraine attests with its own blood.
The Armed Forces of Ukraine express their profound gratitude to the public, to volunteers, to human rights defenders, to Ukrainian and international journalists, and to all who do not allow the world to forget the fate of our prisoners, who search for the missing, support families, and maintain contact with those who wait.
We remember all those executed, tortured, and murdered in captivity. We bow our heads before their courage, civic valour, and unbreakable strength of spirit. We believe in the return of every one of our warriors. And in the strength of every family that waits.
Eternal honour to the Heroes who gave their lives for an independent, united, and democratic Ukraine. We remember. And we will not forgive.
