Since the beginning of the armed aggression of the russian federation against Ukraine, in particular in the context of repelling the full-scale invasion, civil-military cooperation (CIMIC) has become an adequate response to the latest threats. Thus, on May 5, 2014, the leadership of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine adopted a decision to launch a CIMIC pilot project, which was subsequently implemented. The project resulted in the formation of the first NATO-standard structure in the Armed Forces of Ukraine, the units of which have been successfully performing their assigned tasks to date.

The goal of the CIMIC is to create favorable conditions in the civilian environment for achieving military objectives by organizing and maintaining an appropriate level of civil-military interaction with civilian environment in the areas of assigned tasks (deployment) of units of the Armed Forces of Ukraine and other components of the Defense Forces of Ukraine.

The main functions of the CIMIC include:organization of civil-military cooperation; support of troops (forces); support of the civilian environment.

At the same time, under the overall coordination of the Central CIMIC Directorate of the General Staff of the Armed Forces of Ukraine, search and repatriation activities are planned and implemented within the framework of the Humanitarian Project of the Armed Forces of Ukraine “ON SHIELD”, as well as reintegration and post-isolation support for servicemen released from the captivity of the aggressor state.

Today, following the decision of the Commander-in-Chief of the Armed Forces of Ukraine, a vertical CIMIC and social work organizational structure is being established in the Armed Forces of Ukraine, which is responsible for performing tasks and functions of support services for servicemembers and their families in the CIMIC system of the Armed Forces of Ukraine.
